Whether Ruggiero left on his own or was pushed out by Solomon doesn't really matter at this point. The fact is that the WFD is under heavy scrutiny. There will either be enough evidence to prove they acted in good faith or prove they created a side deal to get more money out of the city than their contract allowed.
