Much like the annual "Kids Count", Save the Bay, education budgets, daycare, all-day kindergarten, and a host of others...it's simply never, ever enough. I could write the 2020 and 2021 press releases for any of these outfits right now: "While we've seen improvements in some areas, there is still much work to be done. And we need an increase in our investment in this vital (insert program name here) program." And as the Skip so accurately noted, the LAST thing the ACS or state wants is for people to stop smoking.
