It seems like "the captain" has spent all of his money on attorneys fees after all of his numerous arrests for assaulting a DPW worker, making harassing phone calls, and dumping gasoline down a storm drain, so he has no money to buy any new clothes. That white cowl neck sweater looks like something out of the 1980's and belongs at the Salvation Army thrift store, or better still, in a garbage can.
