The reason Warwick has all this issue is that the Information Technology (IT) department is woefully under budgeted. Information Technology funding pays for itself in a short period of time by creating more cost effective, efficient operations and customer service friendly procedures.

IT in Warwick is looked upon as a waste of money and a burdensome expense by Mayor Avedisian and the City Council. They are to blame for this debacle by constantly cutting the IT budget. It’s not Mr. Mallette or the IT staff fault.

Warwick not having the in-house technical resources to correctly change the exemption calculations and fully test these changes is inexcusable.

In fact there is no reason why a centrally developed tax assessment billing program at the state level cannot be developed and rolled out to every municipality as a shared resource. Instead every city and town wastes a ton of money reinventing the wheel.

But that would take some forward thinking. God forbid in Rhode Island.
