On Feb. 20, 1996, Warwick Mayor Lincoln Chafee signed into law Resolution of the City Council No. R-96-45 sponsored by me and sent to the Council Finance Committee that directed the finance director, the treasurer, the tax collector, and the city solicitor to "pursue an active program to perfect and enforce any liens which the City may have, to exercise best efforts to ensure that Rocky Point Park makes full payment of all back taxes plus interest and penalties from the liquidation and sale of assets to insure that the rights of the City are protected."
The situation currently has changed dramatically and completely. The SBA (Small Business Administration) for the District of Rhode Island has agreed that the land in question could be transferred to state ownership for the price of $9.6 million. The only roadblock now is that the deal has to be approved by the Federal Bankruptcy Court. Mayor Avedisian is correct in stating that the sale price of $9.6 million has to be the final price and is part of the agreement proper. The City Council must relent and not allow a moment's delay. A special session of the council must be called immediately to agree to the aforementioned conditions and get the ball rolling. After 16 years, let’s not jeopardize the future enjoyment for generations to come of the most beautiful and valuable real estate on America's East Coast.
