At 11:46 p.m., Aug. 21, Warwick Police were dispatched to the Airport Connector in the area of the Jefferson Boulevard overpass for the report of an individual who was stopped by three detail officers. The man was allegedly driving a 2019 Dodge Ram 3500 the wrong way.

The driver was suspected of driving while intoxicated.

Upon arrival, police were told the driver was observed driving in the wrong direction on the Airport Connector off-ramp. Police also discovered the driver’s license was suspended.

Police identified the driver as Joshua R. Collins, 33, of 17 Cherry Ave., Mt. Pleasant, Pennsylvania.

Police asked Collins to submit to a series of standardized field sobriety tests. He consented. Following the tests, he was arrested and charged with one count of DUI (BAC unknown, first offense). He refused to submit to a chemical breath test, and also received a citation for Refusal to Submit to a Chemical Test (first offense).

Collins also received citations for Driving with a Suspended License and Driving the Wrong Way on a One Way Highway.


DUI CRASH

Around 3:22 p.m., Aug. 21, Warwick Police responded to the intersection of West Shore Road and Warwick Avenue for the report of a motor vehicle crash.

Police suspected one of the drivers was intoxicated. Police identified the driver as Gary R. Larson, 56, of 1 Lafayette Drive, Bristol. Police said they smelled alcohol on Larson, he was “extremely confused and was unable to answer” questions from officers on the scene.

Police asked Larson to submit to a series of standardized field sobriety tests. He told police he didn’t want to, but ultimately consented. He also consented to a chemical breath test. According to police, the breath test resulted in blood alcohol content (BAC) readings of 0.237 and 0.229.

Following the tests, Larson was arrested and charged with DUI of Liquor (0.15 BAC or greater, first offense). Larson was also cited for Intervals Between Vehicles – Following Too Close.


NO LICENSE

 Around 11:02 a.m., Aug. 28, Warwick Police were conducting a routine patrol in the area of Centerville Road eastbound, when Officer Brent W. Giles spotted a green Hyundai with no front plate.

“The windows were heavily tinted and I observed little light to penetrate inside the vehicle, as I was unable to (observe) the occupants of the vehicle,” Giles wrote.

The vehicle turned onto Route 95 northbound. Giles followed several car lengths behind. He estimated the vehicle was traveling about 70 miles per hour.

“I then observed the vehicle to change lanes to the center tow lanes without safe clearance between his vehicle and the ones already occupying the lane of travel, effectively cutting off those vehicles,” Giles wrote in the arrest report. “I observed the vehicles in the center lanes to illuminate their brake lights and reduce their speed drastically to avoid a traffic collision.”

Giles eventually clocked the driver at 100 miles per hour.

He initiated a traffic stop and identified the driver as Reinaldo Ramirez Torres, 20, 295 Hawkins St., Apt. 2A, Providence.

Giles noted that the driver was “excited in his speech and movement.”

“I then asked if there was anything illegal in the car, to which he replied there was not,” Giles wrote. “He did present a small portion of store bought marijuana in a sealed bag.”

Police searched the vehicle.

They ultimately determined the driver was driving without a license and this would be his fourth (or more) charge. Torres was arrested and charged with Driving with Suspended/Revoked/Canceled License (4th+ offense), Operation Motor Vehicle with Suspended Registration, No Insurance, Improper Use of Registration or Title Certificate, Aggressive Driving, Speeding 11+ MPH in Excess of Speed Limit, Laned Roadway Violations, Interval Between Vehicles, Time of Signaling Turn, and No Seat Belt (Operator).

His vehicle was towed from the scene.
