Proposed Safe Harbor boat workshop requires zone change, street abandonment

One of the state’s busiest concentrations of pleasure boating marinas, Warwick Cove with dockage and moorings for more than 2,000 boats according, would get a new 15,000 to 20,000 square foot boat workshop should the Planning Board and the City Council approve Safe Harbor Greenwich Bay plans for a major land development on Wharf Road.

The first public review of the proposal will be heard by the Planning Board on Nov. 8 at the Saw Tooth City Hall Annex building starting at 6 p.m. For starters, Safe Harbor is seeking master plan approval of the project.

In recent years Safe Harbor has acquired multiple Rhode Island marinas, including Carlsons and Wharf Marinas at the end of Wharf Road that it combined to create Safe Harbor Greenwich Bay. According to Marinas.Com, Safe Harbor Greenwich Bay has 625 slips and “melds a family-oriented atmosphere with resort amenities like refreshing swimming pool and community picnic and barbeque areas. “

In addition to the boat workshop, the company is seeking city approval for the abandonment of the undeveloped Floral Street; the consolidation of the 25 lots, of which many are zoned for residential use and owned by Safe Harbor, into three lots and the designation of those lands to be zoned as Waterfront Business. Included in the consolidation of the lots is a residential parcel owned by an abutter on the corner of Glenco and Wharf Roads.

According to the development narrative submitted to the planning department by Christine Dieter of the Providence law firm of Hinckley Allen, the proposed development “is consistent with the existing use of the Development Parcel and of the adjacent land under common ownership. The proposed use is tied to the existing marina use and constitutes another offering of the existing marina to its clientele. “

The boat workshop would be located near the center of the property west of the existing buildings on Wharf Road, owned by Safe Harbor. A rain garden would be to the west of the workshop to disburse the runoff roof water from the development. Further, the narrative notes there are no other impervious areas proposed as part of the project. Also, there are no additional water or sewer services proposed as part of this project. A portion of the proposed boat workshop would be located partially upon the undeveloped right of way commonly of Flora Street.
