"Mayor Joseph Solomon is uncertain what the change of plans means for the school". Would he be more certain if he read the Consolidation Plan ?
According to the school consolidation plan (https://consolidation.warwickschools.org/):
"After a lengthy evaluation period, it was determined that Holden and Wickes elementary schools will be closed, and John Brown Francis Elementary and the Warwick Early Childhood Center at Drum Rock would undergo repurposing."
The plan doesn't say the Holden school would be repurposed. Maybe the plan was loosely written, and can be read loosely as well, because the Holden school was repurposed, because it currently houses some city admin. Why doesn't the mayor say that ?
