A duly authorized Inspector General is traditionally the proper department for conducting any investigation or audit involving a government agency. The state of RI does not have an IG. Instead, in this case, we have a law firm, Barton Gilman (bglaw.com), acting as pseudo IG. Allowing law firms, or anyone else, to fill an IG role is invitation for abuse. The unsigned audit report is intended to serve as a “historical document” (pg 5). This means it is intended to serve as a primary source of factual information, possibly even in a civil action court case (pg 12). The creation of historical documents in this manner is a violation of the public trust.
