For this contract, there are no savings, or at least none to document, because such documentation would need to be correlated or reconciled with the city’s current financial condition, as shown in the current audited financial statement. As of Jan 1, the city does not have a current audited financial statement, since it was due at the end of the calendar year 2019, and has yet to be produced. If the council voted on the contract in December as they attempted, they could have at least insinuated something about savings, since they had a current financial statement as cover. But now it’s January, and you can’t put the cart before the horse. In my opinion, they should not have voted until they had the June 30 2019 financial statement, if they want to argue savings.
