Anytime you do not hire the best qualified because they are the wrong race it is racist. I don't care if the person most qualified is purple with yellow polka dots, if they're the most qualified they should be hired first.
Right now since the State is talking furloughs and hour reduction to current workers, no hiring should be taking place at all.
