EPA published its guidelines for Glycol Management today 5/1/2012. There is no requirement for "existing airports." Victory for the lobbyists! What a chrock.
However, RIAC has agreed to a 60% requirement. This seems low considering the flowage into Buckeye and the T Brooks.
Here's the language:
The rule does not establish uniform, national requirements for aircraft deicing discharges at existing airports. Such United States Office of Water requirements will continue to be established in general permits, or for individual permits on a site-specific, best professional judgment basis.
