Horowitz to retire after 35 years of leading Saint Elizabeth Community

Steven J. Horowitz, president and CEO of Saint Elizabeth Community will retire effective June 26, 2020, it was announced Monday.

Horowitz’s 35-year career with Saint Elizabeth Community began when he was hired as administrator of Saint Elizabeth Home, a skilled nursing facility then located on Melrose Street in Providence.  

During his tenure, Horowitz led Saint Elizabeth Community through a prolonged period of growth and acquisitions, taking the non-profit organization from two facilities in 1985 to its current state as a $45 million organization with eight locations across Rhode Island and a home health agency that provides statewide services.

Today, Saint Elizabeth Community provides medical care or housing to over 3,000 individuals and employs over 800 people, making it one of the largest non-profit elder care organizations in Rhode Island.

Saint Elizabeth Community is comprised of:

  • Saint Elizabeth Home, a skilled nursing/rehab center in East Greenwich
  • The Green House Homes, four small nursing homes, co-located on Saint Elizabeth Home campus in East Greenwich, that offer a new approach of delivering medical care and support services in four free-standing residential style homes
  • Saint Elizabeth Manor, a skilled nursing/rehab center in Bristol
  • Saint Elizabeth Court, an affordable assisted living facility in Providence
  • Cornerstone Adult Services with three adult day centers; two located in Warwick and one in Bristol
  • Cathleen Naughton Associates, a home health agency providing services throughout Rhode Island
  • Saint Elizabeth Place in Providence, affordable apartments for seniors, and adults with mobility impairments
  • Saint Elizabeth Terrace, affordable apartments for seniors in Warwick

“It has been a great privilege to work with so many talented, dedicated and caring people over the past 35 years in bringing innovative solutions to meet the needs of our patients and residents,” Horowitz said in a statement. “I’m very proud of what we’ve accomplished in building Saint Elizabeth Community into such a well-respected organization. We have always put the elders first in everything we’ve done and that has been the hallmark of our success.”

In 2017, Saint Elizabeth Community opened the Green House Homes in East Greenwich, working with The Green House Project to bring this innovative model to Rhode Island.  Nursing home care is offered in a residential-style setting utilizing a unique care delivery model.

In 2009, Saint Elizabeth Community launched Saint Elizabeth Haven for Elder Justice, Rhode Island’s first program for victims of elder abuse. Saint Elizabeth Community was also the first Rhode Island nursing home to adopt electronic medical records. These are just two examples of many first that have occurred during Horowitz’s tenure.

Craig Carpenter, Chairman of Saint Elizabeth Community’s Board of Trustees, praised Horowitz for his decades of service. “Steve is an exceptional leader whose support of innovation, and commitment to excellence has elevated the position of Saint Elizabeth Community in Rhode Island and nationally as a leader in elder care,” Carpenter said in a statement. “His contributions are immense and we wish him the best in his upcoming retirement. As we seek out a new president/CEO, we are working diligently to identify a new leader that can build on Steve’s success and help Saint Elizabeth Community navigate the challenges facing our industry. We look forward to making an announcement in early 2020 about Steve’s successor.”

Horowitz earned praise from others as his retirement was announced. Katie Smith Sloan is the Executive Director of LeadingAge, the national trade association for non-profit nursing homes and assisted living facilities. Horowitz recently concluded a six-year tenure as a member of LeadingAge’s Board of Directors and Saint Elizabeth Community is a long time and active member of LeadingAge Rhode Island.

“Steve is a real problem solver who brings creative thinking to the challenges he is facing,” said Sloan. “Steve has always realized that his mission isn’t just serving the people in his communities but providing an example of elder care excellence to the greater community. This approach takes a leader with a vision and a sense of purpose that is expansive, a perspective that always fueled Steve’s work.”

David R. Gifford, MD MPH, who currently serves as the Senior Vice President for Quality & Regulatory Affairs and as the Chief Medical Officer for the American Health Care Association, lauded Horowitz’s accomplishments. Gifford previously served as Medical Director for Saint Elizabeth Community before serving as Director of the Rhode Island Department of Health.

“Steve Horowitz has built one of the premier health care organizations in the country serving the elderly in Rhode Island,” said Gifford. “He has done so by relentlessly focusing on constant improvement in how we can better address the needs of the elderly in our community. Steve will leave an incredible legacy that will continue to help Rhode Islanders for many years to come.”
