Around 6 p.m., June 8, Warwick Police Officer Connor R. Bemis was on a fixed post along Airport Road near Senator Street. He spotted a red Volvo in the right lane traveling west at a high rate of speed.

“As the vehicle passed my fixed traffic location, I observed the operator to jump in his seat and look towards me and then slam on his brakes,” Bemis wrote in the arrest report. Bemis also spotted an expired registration. The driver was allegedly watching the cruiser in his mirror and then ducked “down below the steering wheel for an estimated 10 to 20 seconds and then pop back up into view.”

He initiated a traffic stop on Post Road in the area of Route 37.

The driver was identified as Leonard J. Cady Jr., 49, of 195 Pawtucket Ave., Pawtucket.

“While speaking with Cady, I noted him to be speaking at a rapid frantic pace, and I observed him to be drenched in sweat (it was 60 degrees),” Bemis wrote. “I observed Cady to be leaning up and down in his seat as he spoke in a rapid speech. Through my training and experience as a trained Drug Recognition Expert, I noted Cady to possibly have recently used an amphetamine class drug based off my observations of his erratic behavior.”

Bemis also spotted a “large amount of Chore Boy” in the center console (paraphernalia used to smoke narcotics such as crack cocaine and meth).

During a pat down, Bemis allegedly found a pipe in Cady’s pocket.

When he asked Cady to take of his shoes and socks, the driver said “Okay, you got me,” and then turned around as if he was expecting to be placed in handcuffs, Bemis wrote. “Cady then advised me that he had a bag in his sock.”

The vehicle was later removed from the scene by a licensed driver. Cady was transported to Warwick Police Headquarters. The bag tested positive for methamphetamine and weighed 1.1 grams.

Cady was charged with one count of Possession of Schedule I-V Controlled Substance (less than 10 grams). Cady was also cited for Driving with an Expired Registration and Driving with Suspended License (first offense).


DUI

Around 1:30 a.m., June 6, Warwick Police Officer Frank P. Matarese was posted in an unmarked patrol vehicle near Marr Seafood, 100 Oakland Beach Ave., when he spotted a vehicle traveling north, crossing the double yellow center line twice and repeatedly tapping the brakes.

The vehicle pulled into Seasons Market and Matarese left to check on another traffic stop in process. A short time later, he spotted the vehicle from earlier at the Warwick Avenue and Airport Road intersection red light. The driver allegedly crossed two lanes without a turn signal to take a left turn, and again crossed the center lines, so Matarese initiated a traffic stop.

“As I approached the passenger side window of the vehicle, I observed the operator to be eating what appeared to be a sandwich,” Matarese wrote in the arrest report. “The operator stated he was coming from his friend’s birthday party in Oakland Beach.”

Matarese noted the driver’s bloodshot eyes and a the odor of alcohol. He also spotted an empty open can of Truly on the passenger side floor.

The driver was identified as William Monroy, 41, of 10 Fales St., Second Floor, Central Falls.

Matarese asked Monroy to exit his vehicle to perform a series of standardized field sobriety tests.

Following the tests, Monroy was arrested and charged with DUI of Liquor (0.15 to 0.15 BAC, first offense) and was issued a citation for Laned Roadway Violations.

During a search of his vehicle, police said they also found several empty bottles of Jose Cuervo under the vehicle’s seats. Monroy’s vehicle was towed from the scene.
