BOATING WHILE INTOXICATED

At approximately 9:10 p.m. on June 4, Officer Justin Martin and other officers responded to Safe Harbor Marina at 1 Masthead Drive for a report of a boater possibly striking three other boats while bringing his vessel into the docks. Dispatch advised the male operator of the boat was being attended to by others at the scene and that he “had blood on his shirt and also possibly hit a concrete wall,” according to Martin’s report.

At the scene, Martin was directed to the vessel in question, a Larson boat, which was tied to a dock. Witnesses told the officer that the boat’s operator was visibly intoxicated, and medical personnel were called to evaluate and treat the man for a small laceration on his head.

The man was evaluated and refused transportation to the hospital. Martin reports the man then agreed to undergo field sobriety testing, which he reportedly failed.

John F. Carroccia, 68, 99 Cannon St., Cranston, was arrested for suspicion of boating under the influence and transported to Warwick Police headquarters for processing. While at headquarters, he is said to have refused a chemical breath test.

Carroccia was later released into the custody of a family member with a summons to appear in Third Division District Court on a charge of operating a motor craft while intoxicated. He was additionally cited for refusal to submit to a chemical test/watercraft.

According to the asset protection officer’s report, a woman in a wheelchair had been observed selecting a backpack and a hooded sweatshirt before exiting the store without making any attempt to pay for the items. At that point, she was met by asset protection personnel, who asked her to return inside. Instead, she fled the scene.

According to Holleran’s report, clothing items valued at a combined $453.50 were recovered from the suspect.

Allyson E. Cook, 49, 460 Pine St., Providence, was arrested on charges of shoplifting and shoplifting as a habitual offender. She was transported to Kent Hospital for treatment after complaining of pain in her foot, which was in a cast after recent ankle surgery.

The woman reportedly said she had just purchased the vehicle and received the rear registration plate from a friend, although she could not provide any documentation related to the sale, registration or insurance.

A records check confirmed the operator did not have an active license and revealed she had two previous convictions for driving without a license.
