The civil rights question is more complicated than was stated. A person removed by a police officer could be charged with a misdemeanor. That charge would be prosecuted by the police department itself, by a non-attorney. Rhode Island does not have DAs, and the AG will not handle these cases. Something to keep in mind when you see an armed police officer nearby watching you speak.
